Stewart Sachs, the resident agent for USA Mortgage Wholesalers is also the same Stewart Sachs who was one of two people ordered to pay restitution in a 2009 mortgage fraud scheme. Currently, Mr. Sachs is (or has been) the defendant in foreclosures, lead paint lawsuits, and other civil suits in just about every county in Maryland. Hopefully the authorities will catch up with this fraudster and put him in a place where he can’t cheat or hurt others.
It would seem that Charles “Bud” Runkles is a busy guy. In addition to being Stanley Rochkind’s sometime-Resident Agent, he’s also a lead paint abatement contractor. And the address of his business traces back to Stanley Rochkind’s building at 5616 Park Heights Avenue.

Considering the number of lawsuits filed against these men for lead paint violations, we’re shocked that neither of them have been stripped of their professional licenses. Time for MDE and DLLR to get on the ball and make sure these two men are no longer able to wreak this kind of havoc on YOUR community.
If you look closely, you can see a campaign sign for Frances “Jean” Hamilton, candidate for Baltimore City Sheriff. Her signs were everywhere in this neighborhood, and almost all of the signs were attached to abandoned homes. Hopefully they will be removed soon.
The property owner has multiple foreclosures spanning over the past 10 years or so — we’re hoping he’s realized that perhaps real estate isn’t the right career for him. It’s also interesting to note this property was once owned by one of Baltimore’s most notorious slumlords, Paul Nochumowitz. Head of a “slumlord dynasty” — we’ve written about the Nochumowitz family before, most recently regarding their campaign contributions to various Maryland candidates.
