This property has been owned by Jefferson Holding, LLC since 2001, and has remained unoccupied since. At one point, the owners were maintaining the yard, but have stopped, and it’s become a nuisance to the neighbors. Considering all of the other homes on the block are reasonably well maintained, it appears to be a good candidate for receivership.

A shame, though, that it has to go into receivership and the owner can’t be bothered to maintain the home. Perhaps Baltimore Housing should start sending property owners a bill for court time.

These two homes illustrate a common dilemma with Vacants to Value properties. Because so many homes in Baltimore are connected, either as rowhomes or duplexes (as the properties below), if the city is able to obtain one property (3208), it’s difficult to sell when the adjoining property is a blighted mess, as 3210 is. There are no current permits available for 3210, the last one expired in October of 2015.

Walbrook is a community that has that fun mishmash of architectural styles, with large homes and lots. Small and medium apartment buildings are integrated into blocks with single-family homes. Most of the homes are well-maintained, as are the yards. Walking through and talking to neighbors, you get a sense of pride when people start talking about their community. However, there are some vacant structures, including this apartment building that sits on a hill overlooking some lovely homes — I can’t imagine the neighbors are too happy about this looming eyesore. There are no current permits on file for this property, the last one expired in 2007.

The City filed for receivership of this building in 2015, yet the case was dismissed in February of this year. Hopefully the City will try again and the building will go to an owner who appreciates this community.
