We wrote about these folks once before, and it seems they didn’t mind being visited by Baltimore Housing inspectors — perhaps another visit is in order.

Vacant Building Notice Issued December 2009
What’s it like to be a homeowner next to a vacant property owned by Samaritan Woman, Jeanne Allert and Christopher L. Spoonire? As mentioned previously on Slumlord Watch, Jeanne Allert is a Board Chair of The Samaritan Women “A Ministry Encouraging Health, Healing and Hope.”
Baltimore Slumlord Watch readers will recall that a Stop Work Order for non-permitted construction work (conducted 12/9/2012) was issued on this property on 12/12/2013. City records indicate that Mr. Spoonire subsequently applied for construction permits on 12/10/2012 and was granted a permit ONLY for removal of 1,200sf of construction debris on 1/4/2013 (COM2012 #24497) and NOT for any continued demo or gut work.
Not to be dissuaded, it was observed at 8am on 2/23/2013 a white construction van with a sign saying, “Discovery Painting, LLC (301) 503-0315 (240) 381-7674 and MD License Plates# 8AT 6310 with laborers who appear to have continued to carry out the illegal demo work that Mr. Spoonire began in December.
For some six hours laborers were observed and photographed as they removed a mountain of construction debris, plaster lathe, drywall, structural supports – all given the age of the property c. 1880 presumed by Federal and State law to be contaminated with hazardous lead paint. As can be seen from the photos this debris was NOT put in a dumpster – but in the backyard!
The EPA’s Renovation, Repair and Paint Rule (RRP) requires laborers to be properly certified and to use lead safe procedures when conducting such work.
We’ll leave it up to Slumlord Watch readers to decide whether they think EPA Laws were being followed and if these workers are properly trained and credentialed.
